Whoever rings the social welfare centre may be struggling: they should be welcomed and signposted, never left without an answer.
At a municipal social welfare centre (CCAS), a missed call can be that of an isolated person who will not ring back. The Alyas agent handles the basics of these calls: opening hours, address, booking an appointment with a reception officer, signposting to the bodies you have listed. It processes no request for assistance.
On the phone, in this line of work
Under the French Code of Social Action and Families, a CCAS is set up in every commune of 1,500 inhabitants or more; it runs a general programme of prevention and social development. In a small commune it can come down to one officer and a weekly drop-in session: the rest of the time, the phone rings unanswered.
Information about a person’s social situation is sensitive. The agent is therefore set up to ask only for a name, a callback number and the general reason for the call, as the caller puts it. It collects no income details, no social security number and no account of personal circumstances: that belongs to the interview with a CCAS officer.
What the agent does for you
Give reception and drop-in hours, the CCAS address and the access arrangements provided by the commune.
Present the different forms of assistance and services that the CCAS has chosen to publicise, without ever saying whether the caller is entitled to them.
Offer an appointment with a reception officer in Google Calendar or Cal.com, once connected, or note a callback request.
Signpost to the other bodies you have listed and transfer to a CCAS officer as soon as the caller asks, or seems to be in difficulty.

Illustrative example
A scenario written to show how it works: it is not the recording of a real call.
- The contactTuesday, 4:50 pm, ten minutes before reception closes, an elderly man calls about a meals-on-wheels service he has heard of.
- Alyas agentThe agent says it is an AI and that the call is recorded, then confirms that the CCAS offers this service, as the commune’s information states.
- Alyas agentIt asks nothing about the caller’s circumstances or resources: it offers an appointment with a reception officer, or an immediate transfer to reception.
- The caller chooses the appointment; the slot goes into the diary and the call summary is visible in the client dashboard.

Frequently asked questions
Can the agent tell a caller whether they are entitled to assistance?
No, never. Eligibility depends on the person’s situation and on the CCAS’s decision. The agent presents the services you have decided to publicise, then offers an appointment or a transfer to a reception officer.
What personal data does the agent collect?
Only what a callback requires: name, telephone number and the general reason for the call. Calls are recorded and transcribed, with an announcement at the start of the conversation, and hosted in the European Union. We recommend restricting access to the client dashboard to authorised CCAS officers.
A person in distress or in danger calls: what does the agent do?
It is not an emergency service. It urges the caller to dial the emergency numbers (15, 17, 18, 112) in the event of immediate danger and transfers the call to a CCAS officer if you have configured that number.
Older or vulnerable people may be thrown by an AI: how do you spare them?
The agent introduces itself in its very first sentence, speaks plainly and offers to hand over to a member of staff. It is only a first point of contact: the appointment and the interview take place with a person at the CCAS.
