Several communes, one switchboard: residents cannot tell whether the town hall or the community runs what.
A bin that was not emptied, a recycling centre shut on Mondays, a school bus enrolment: residents ring the community of communes or agglomeration, or the town hall, without knowing which one is responsible. The Alyas agent answers from your joint authority’s information and sends callers back to the town hall when the matter stays municipal.
On the phone, in this line of work
A joint authority acts only within the powers its member communes have transferred to it, the national guide to intercommunal bodies published by the local authorities directorate points out. From one area to the next, waste collection, water or transport therefore do not always sit with the same body, and residents often ring the wrong one.
That is why the agent is configured with your area’s own split: what the community does, what stays with the commune, and for each member commune its collection days or contact details. It settles no borderline case: it directs and notes.
What the agent does for you
Give collection days by commune, recycling-centre hours and sorting guidance from your documents.
Say whom to contact about a matter that belongs to the town hall rather than the community, with the hours and contact details provided.
Explain the enrolment periods and documents for school transport as the joint authority publishes them.
Note a report (missing bin, fly-tipping, a visible leak on the public highway) with the address and a callback number, and transfer to the on-call line if you have configured one.
An example workflow
Illustrative example
A scenario written to show how it works: it is not the recording of a real call.
- The contactTuesday, 8:20 am, after a bank-holiday Monday, a resident of a member commune calls: the green bin has not been emptied.
- Alyas agentThe agent says it is an AI, asks for the commune and street, then recalls the collection day shown in the calendar supplied by the community.
- The resident confirms the bin is still on the pavement: the agent notes the address, name and callback number, promising no collection.
- The waste department picks the report up from the client dashboard and decides what happens next.

Frequently asked questions
A resident asks why the water bill has gone up: can the agent answer?
No. It has no access to any file or user account. It names the department concerned and its hours, notes the request and a callback number, or transfers to the configured number.
Our area has communes with different collection days: how does the agent cope?
It first asks for the commune, then answers from the calendar you supply for each one. Update the reference document whenever a round changes: the agent answers with the new version.
A water main bursts on a Saturday evening: what does the agent do?
It is not an emergency service and dispatches no one. If you have configured your water department’s on-call number, it transfers the call there. Otherwise it notes the address and a callback number, and urges the caller to dial the emergency numbers if there is danger.
Are residents told that they are talking to an AI?
Yes, every call starts with the AI and recording announcement. Residents can ask for a member of staff at any time: the call is then transferred to the authority’s configured number.
